SCHIP Reauthorization (2008-2009)
In 1997, the State Children’s Health Insurance Program (SCHIP) was created with strong bipartisan support. SCHIP gives states financial support to expand publicly funded coverage to uninsured children who are not eligible for Medicaid. The program was set for reauthorization in 2007 but President Bush vetoed the two bills passed by Congress. As a result, the SCHIP program was simply extended through March 2009, setting the stage for a new reauthorization process.
